The theory starts with an anonymous whistle blower within a powerful military-industrial complex revealing the truth to several “esteemed news sources.” This figure alleges a covert alliance between several members of the government and a number of global mega-corporations, whose partnership centers on the exploration and exploitation of cryptozoology. The aim of the alliance is to use a variety of exotic species of primates as experimental subjects in an effort to investigate the effects of exposure to mysterious cosmic frequencies and vibrations.

The first phase of the experiment involves secretly implanting cannisters containing unidentified radio-wave-emitting devices into the skulls of a variety of cryptozoological primates. In order to keep the animals under close supervision, the primates will be transported to a secure facility in an undisclosed location overseas. Here, the experiment will reach its second and third phase, with an array of electromagnetic waves and mechanical sound vibrators used on the primates to measure the effects of long-term exposure to the strange cosmic frequencies.

The implications of the experiment range from the mundane to the metaphysical, from scientific conclusions to political implications. An intricate network of subterfuge and misinformation makes the covert alliance difficult to pin down, but the scale of the what is allegedly occuring implies that this arrangement has been in the works for many, many years. Moreover, it seems that the conspirators are only in their early experiments. Could this mean that the “secret alliance” is responsible for paranormal encounters and other strange phenomena? That's yet to be determined.
